Conflict Resolution Protocol

To ensure a respectful and effective resolution process, all concerns should follow the steps outlined below. The 24-Hour Rule applies as the first step: individuals should wait 24 hours before addressing non-emergency concerns to allow for thoughtful and constructive dialogue.


  • Initial Concern
  • Parent/Guardian reports the issue to the Team Manager.
  • If the concern involves the Team Manager, the report should be made directly to the Head Coach.
  • Escalation
  • If the issue is not resolved at the team level, the concern should be submitted using the official Concern & Feedback Form (accessible to all stakeholders)
  • 2025-2026 Suggestion and Feedback Form
  • The form is reviewed by the Registrar and the Elite Director.
  • Mediation
  • The Registrar and/or Elite Director will coordinate a mediation session with necessary parties.
  • Further Escalation
  • If mediation does not resolve the issue, the Elite Director may escalate the matter to the Board of Directors.
  • The Board may hold a formal hearing in accordance with USA Hockey guidelines.
  • Disciplinary Review
  • If a player is involved in the issue, the matter may be referred to the Disciplinary Committee for further review and action.
  • Final Appeal
  • Unresolved cases may be appealed to AAHA (Arizona Amateur Hockey Association) or USA Hockey, as appropriate.


Reporting Chain

  • Team Managers report concerns to the Registrar



  • Coaches report concerns directly to the Elite Director
